Philips Consulting leading major workforce transformation in Nigerian public sector
The Nigerian government has reached a major milestone in its quest to build a more efficient and professional public sector. A massive nationwide initiative supported by Philips Consulting, known as the Personnel Audit and Skills Gap Analysis (PASGA), is now entering its most critical stage.
This project is a central part of a five-year reform plan aimed at transforming the federal workforce into a world-class institution. By moving away from old ways of doing things, the government is working to ensure the civil service is digitally capable and ready to meet the needs of the public.
The effort is being led by the Office of the Head of the Civil Service with support from Phillips Consulting, which serves as the lead consultant. This partnership also includes 15 other consulting firms working together to review staff across various ministries and agencies.
Taking stock of the workforce
The first part of the project, which focused on verifying employee records, is now complete. This initial phase was successful in cleaning up data, removing duplicate records, and ensuring that the information on every employee is accurate and transparent.
“Verification laid the foundation, but skills assessment is where true transformation begins,” said Olawanle Moronkeji, chief operating officer of Phillips Consulting.
“As we evaluate skill levels and development needs across ministries, we are generating insights that will shape talent strategies for years to come. This is a defining step in building a capable, productive, and future-ready public workforce.”
With the records verified, the project has now officially transitioned into the skills assessment phase. This stage is where the real transformation of the workforce begins. While the previous work was about counting people and checking papers, this new phase is about understanding what people can actually do.
Using modern digital tools, thousands of civil servants are participating in evaluations that highlight their strengths and identify areas where they may need more training. This evidence-based approach allows the government to place the right people in the right roles based on their actual abilities rather than just their titles.

An investment in people
This initiative is a significant investment in the people who power the government. It provides civil servants with clear insights into their own professional growth and helps create fair career paths based on merit.
By identifying skills that are currently missing, the government can design better training programs that prepare workers for a digital future. This focus on human potential is expected to improve how services are delivered to Nigerian citizens, making the government more responsive and effective.
The transformation also promotes a culture of accountability. By building a reliable database of skills and roles, the government can better plan for the future and ensure that public money is spent wisely on staff development.
PASGA is branded as not just a one-time check but a long-term strategy to align the talent within the civil service with the broader economic and digital goals of the nation. As Nigeria moves toward its future targets, this audit serves as a foundation for a government that is more capable, productive, and ready to lead the country forward.
The Nigerian public sector has undergone many administrative reforms overtime as part of various expansions. Despite periodic reviews and assessments of deficiencies in the public sector over the years, the service is still plagued with inefficiency and ineffectiveness in service delivery.
